Guangxi Agriculture department introduce
I. Carry out guideline,
policy, laws, and statutes about agriculture and country work,
draw out and organize the performance of agricultural and rural
economic strategy and medial- and long-term development plan,
administrate and supervise the program and performance of agricultural
investment as well as demonstration projects for rural integrative
development.
II. Work over and study out agricultural
policy to properly adjust agriculture structure, optimize agricultural
resource collocation, and improve products quality; submit policy
suggestions on currency and price of primary products and agricultural
production material, rural credit, tax and agricultural finance
allowance; submit suggestions on local agricultural laws, draw
out related local laws, regulations and documents according to
the commission of people¨s government of Autonomous Region; take
charge in the establishment and supervising of agricultural administration
laws executing.
III. Work over and study out suggestions
on deepening rural economics system reform, guide and coordinate
the county-city reform work at experimental area of rural reform
and county-level comprehensive reform work at selected units;
guide the establishment of collective and cooperative economic
organizations in agricultural socialization service system; stabilize
and improve rural basic management system and policy, adjust interest
relations in rural economy, guide and supervise actions for lightening
farmer¨s burden and transferring farmland usufruct.
IV. Draw out policies for agriculture
industrialization, set up Regional main rural products market
system and development plan, guide and help agricultural production
material market system to be set up and properly managed, participate
in the organization for primary products process and currency,
as well as help and carry on ＾vegetable basket project￣; take
charge in guiding the Regional agriculture and rural economic
information system modernization, forecast and release agriculture
and rural economic information.
V. Guide agricultural resource comprehensive
division and development, carry on ecological agriculture and
sustained development; guide the country area to use reproducible
recourse and protect and administrate agricultural biological
species resource; carry on basic farmland and agricultural resource
protection; undertake and guide vital agricultural technique projects
and demonstration district (garden); organize agriculture development
in farmland, sands and everglade available for agricultural economy;
study over and carry out great agricultural projects and means
for farmers to go into all-around welfare society.
VI. Draw out program, plan and related
policy for agricultural research, education, technique development
and team building, to improve agriculture with science and education;
select and actualize great agricultural research and technique
development projects; organize agriculture education and vocational
skills exploitation.
VII. Draw out detailed rules for performance
of agriculture technique and quality standards issued by state
and ministry, as well as local standards, organize and supervise
the actualization after approved; take charge in quality supervising
and authenticating on agricultural products of different industries,
non-pollution products, and green foodstuff, and protecting new
types of agricultural plant; in charge of register for seeds,

to the outside; take charge of foreign affairs on agriculture;
organize related international economic and technical communication
and cooperation.
X. Work over and submit development
plan for mechanization of farming and establishment projects,
as well as annual program and important technical measure, in
order to guide agriculture mechanical products structure adjusting
and promote and popularize mechanization of farming; organize
to draw out farming machines operation regulations and technical
standards; organize and assist safety supervising, product quality
inspection, appraisal and authentication administration for farming
machines such as tractors, combine harvesters and farming conveyors;
guide to set up farming machines service system.
XI. Work over and draw out policies
and means for technical reform of villages and towns enterprises;
guide their system reform; guide them to adjust industry and products
structure to improve product quality and administration level;
guide their finance and accounting work, as well as inside audit;
organize their statistics.
XII. Guide departments directly under
it, according to the certain rights, administrate their human
resource, labor salary, and institution workout; guide relevant
social groups to assist agriculture and rural economics development.
